NEW DELHI: Holding the Exam within 18 days from the last
date of online registration and conducting the exam for post of 90 principals
when the exam (school and CBSE) duties are in progress have come in for criticism
from candidates.
The teachers' association
of Kendriya Vidyalaya Sangathan (KVS) has also alleged that this is in
violation of recruitment rules as just days ahead of advertising for these
posts the Sangathan had already recruited 140 principals.
The KV Pragatisheel Shikshak Sangh (KVPSS) has also made a
representation to the Ministry of Human Resource Development on Wednesday to
intervene and stop all fresh appointments, transfer and promotion till a new
commission takes charge. The present commissioner has been accused of gross
irregularities in recruitment, promotion and postings of staff in KVS.
KVS advertised for posts of deputy commissioners, assistant
commissioners and principals for which the online application process started
on February 21, 2015 and the last date for online registration was March 23,
2015. The last date for submission of printouts of online applications along
with other documents by the candidates was March 30, 2015. The Sangathan
scheduled the date for written examination on April 11, 2015. However, the application
process for the post of assistant commissioner has now been restarted from
April 18 and last date extended to May 15, 2015. Similarly the written
examination for these posts will be conducted on June 19, 2015.
"Never before in the history of KVS were the candidates
asked to sit for the examination at such short notice. There is a gap of only
18 days between the last date of filling up of the form and the exam. There
seem to be no logic behind this unprecedented hurry. Whether it is the Union
Public Service Commission, Staff Selection Board or any other recruiting
agencies, they take at least three to four months to complete the process. What
is even more mysterious, is when KVS has recently (February-March 2015)
recruited nearly 140 principals, what is the hurry now?" said P V
Chhikara, general secretary of KVPSS.
KVPSS has made a representation to the MHRD requesting the
minister to freeze all the executive and disciplinary powers of the present KVS
commission, Avinash Dikshit. Dikshit's term however is coming to an end on
April 6, 2015, while also requesting the ministry to review the decisions taken
by the outgoing commission in the last six months. Dikshit could not be
contacted for his comment.
